U.S. Department of Energy selects Atkins, Westinghouse and Fluor to operate the Depleted Uranium Hexafluoride Conversion Facilities

The U.S. Department of Energy (DOE) selected Mid-America Conversion Services, LLC (MCS) to operate the depleted uranium hexafluoride (DUF6) conversion facilities at DOE's Paducah Gaseous Diffusion Plant in Paducah, Kentucky, and the Portsmouth Gaseous Diffusion Plant in Piketon, Ohio. The contract is valued at $318 million for the joint venture over a five-year period beginning in 2017. MCS looks forward to joining the DUF6 Conversion Operations Project Team. MCS will work closely with the Department of Energy, employees, United Steel Workers Locals 550 and 689, stakeholders and site contractors to meet DOE's objectives safely, efficiently, and compliantly.

The MCS team is comprised of world class companies led by Atkins Global Nuclear Secured (Atkins) with Westinghouse Electric Company (Westinghouse) and Fluor Federal Services (Fluor) being the other two key components of the team. MCS is committed to improving safety, strengthening Conduct of Operations, enhancing maintenance, and increasing production by applying our Safe Flow and Integrated Production System (IPS). Our approach to success is to utilize the strengths of our three member companies to implement our proposed "Safe Flow" technique, which is the application of safety, quality, and production through our Integrated Production System. Success is measured by achieving green status in all three areas, indicating conditions are positive. MCS will apply this practice to the DUF6 plants and in Lexington offices.

We will engage with the outstanding women and men who work at the DUF6 facilities and build an integrated team that can take on the challenges related to cylinder yard and conversion operations. Together we will achieve our goal of achieving the designed throughput for the facilities. Working as a team, we will implement our Integrated Production System and we will train and motivate our team to deliver exceptional safety and operational performance.

Small business plans

Our Small Business/Small Disadvantaged Business subcontracting approach is focused on using local and regionally based businesses to implement our technical approach. Our selected subcontractors will be engaged in substantial, meaningful, and technically challenging roles. This will help strengthen the local economy, creating new business opportunities. We plan to subcontract more than 18% of our contract value. The following table reflects the focus areas.
